New Delhi: The Central Bureau of Investigation (CBI) is all set to file a supplementary chargesheet in the 2G spectrum scam today. The chargesheet comes nearly three weeks after the first one which named former Telecom Minister A Raja, top telecom honchos and bureaucrats.
Sources in the CBI say that M Karunanidhi's daughter, Kanimozhi, and his wife, Dayaluammal, will both be accused of benefiting from the scam.
The chargesheet will focus on the Rs. 214 crore transaction involving the DMK family owned Kalignar TV and the alleged payoff routed to a subsidiary of Swan Telecom which is among the firms chargesheeted in the scam.
In 2008, Mr Raja allocated spectrum and mobile network licences at throwaway prices to companies that allegedly paid him huge kickbacks in return.
The CBI says it has evidence that a Rs. 214-crore bribe from Swan Telecom was routed through a maze of companies associated with Swan's promoter, Shahid Balwa, before it was finally deposited with Kalaignar TV in Chennai. Kanimozhi and Dayaluammal own 80% of the TV channel. The rest is owned by Managing Director Sharad Kumar, who is also expected to figure in the chargesheet. All three were interrogated by the CBI recently about the Swan bribe. They described the Swan payment as an offer for equity that was returned when the deal unravelled.
Mr Balwa is already in jail for this kickback; so is his partner at Swan, Vinod Goenka. Swan - along with Unitech Wireless and Reliance Telecom - has been described by the CBI as a company shown undue favour by Mr Raja. Top executives of these companies were chargesheeted on April 2 and are now in jail.
The new chargesheet will connect the dots between the start and finish points of the Rs. 214-crore kickback from Swan. Companies used on the way to transact the alleged bribe - like Cineyug Films and Kusegaon Fruits and Vegetables - will see their top executives figuring in the chargesheet. They're likely to include Karim Morani of Cineyug; Mr Balwa's brother Asif and Rajiv Aggarwal who are both associated with Kusegaon.
Besides, the second charge sheet may also throw some light on the role of Batcha who died in mysterious circumstances last month.
Names of Asif Balwa, cousin of Shahid Balwa, and Rajeev Agarwal, Directors of Kusegaon Fruits and Vegetables Pvt Ltd, who are presently in judicial custody, are also expected in the supplementary charge sheet.
Raja and eight others, including former telecom secretary Siddharth Behura and three telecom companies were on April 2 indicted in the 2G spectrum allocation scam by CBI, which pegged the loss to the exchequer at Rs. 30,984 crore.
The first chargesheet has named Behura, Raja's former Personal Secretary R K Chandolia, Unitech MD Sanjay Chandra, Swan Telecom promoters Shahid Balwa and Vinod Goenka, Reliance ADA group's Gautam Doshi, Surendra Pipara and Hari Nair, Reliance Telecom, Unitech Wireless and Swan Telecom.
The CBI has informed the Supreme Court that the supplementary chargesheet will be filed before April 25 in the special court of Justice O P Saini and the probe in the case will be completed by May 31.
